ICHRP-Korea Statement on the Current Situation of Human Rights in the Philippines and the United Nations OHCHR Report
We, the International Coalition for Human Rights in the Philippines-Korea (ICHRP- Korea), are disheartened on the current human rights situation in the Philippines that continues despite the COVID-19 pandemic situation. Instead of addressing the COVID-19 pandemic, the Duterte government has imposed a martial law type of governance. We demand justice for the victims of inhumane killing and the immediate release of all political prisoners who are victims of false charges. In the midst of these massive human rights violations, we welcome the report of the United Nations High Commissioner for Human Rights on the Situation of Human Rights in the Philippines announced publicly last June 4, 2020. We believe that this report will be a lever with which we can struggle against the Filipino government frame that has led to the present human rights violations.
It is a historical document for the Filipino people and for advocates of social justice and human rights around the world. The report of the UN official, Ms. Michelle Bachelet, called for an end to impunity. It called for an end to the killings and human rights abuses in the so-called “war on drugs”. It called for an end to the attacks against activists and critics. It called for an end to the war against indigenous peoples as well as an end to the destruction of Lumads schools and their rights. It called for an end to the attacks against the rights of Filipino peasants and workers.
It is worthy to note that the UN report is a product of solidarities from all over the world, including rights advocates here in Korea, who have fought hard for democracy and human rights. We see it as our duty to support the work for democracy and human rights in the Philippines, as Koreans and Filipinos have struggled together more than half a century for democracy against dictatorships. The long history of human rights advocacy by churches, NGOs and individual citizens in both our lands, the visits to the Philippines over the years, the latest of which was a trip to the island of Negros. There we listened to the victims and surviving families of those who were killed. These have all been significant efforts that led us to this day.
ICHRP KOREA, in fact, has directly contributed to this outcome by being one of the authors of the Asia Pacific Coalition for Human Rights in the Philippines (APCHRP) submission to the OHCHR last January 2020. The submission was the result of a High-Level Delegation visit to the Philippines last December 2019 of which we were a part.
The OHCHR Report on the human rights situation in the Philippines is both a triumph and a challenge to us. The Republic of Korea was elected last October 2019 to serve on the Council and will be casting a vote in the upcoming 44th Regular Session. We are challenged to persuade the ROK government to cast a responsible vote during that session.
The ROK’s election to this Council is “a recognition of joint efforts of people and the state to protect and promote human rights at home and abroad.” Our government has pledged that it “will continue its efforts to contribute to the promotion of universal human rights by taking a leading part in discussions on key human rights issues of the international community.” With this, we can knock on the doors of our representative in the UN Human Rights Council, our Foreign Ministers, and our leaders — to do the right thing for the Philippines.
We, the ICHRP Korea, will consolidate our efforts so that the hard work of Ms. Bachelet’s Office in coming up with the Comprehensive Report will lead to an independent international investigation of the human rights situation in the Philippines.
Again, we will join with the Filipino people as we continue to fight together for freedom, democracy, human rights, and justice in Asia.

Pahayag ng ICHRP-Korea tungkol sa Kasalukuyang Sitwasyon ng Karapatang Pantao sa Pilipinas at Ulat ng United Nations na OHCHR
Kami, ang International Coalition for Human Rights sa Pilipinas-Korea (ICHRP-Korea), ay nababagabag sa papalubhang kalagayan ng karapatang pantao sa Pilipinas sa kabila ng sitwasyon ng pandemyang COVID-19. Sa halip na tugunan ang pandemya ng COVID-19, ipinataw ng pamahalaang Duterte ang mala- Martial Law na pamamahala.
Sa harap ng mga lumalaking paglabag sa karapatang pantao, sinasang-ayunan namin ang ulat ng United Nations High Commissioner for Human Rights sa sitwasyon ng karapatang pantao sa Pilipinas na isinapubliko noong Hunyo 4, 2020. Naniniwala kami na ang ulat na ito ay magiging mahalagang hakbang upang labanan ang balangkas ng gobyerno ng Pilipinas na sa kasalukuyan ay patuloy sa paglabag ng karapatang pantao.
Ito ay isang makasaysayang dokumento para sa sambayanang Pilipino at para sa mga tagapagtaguyod ng hustisya sa lipunan at karapatang pantao sa buong mundo. Ang ulat ng opisyal ng UN, na si Ginang. Michelle Bachelet, ay nanawagan para wakasan ang kawalan ng pananagutan o impunity sa bansa. Nanawagan ito ng ng madaliang katapusan ng pagpatay at pang-aabuso sa karapatang pantao dahil sa giyera laban sa droga. Nanawagan ito ng pagtatapos sa mga pag-atake sa mga aktibista at kritiko. Nanawagan itong tapusin ang giyera laban sa mga katutubo, pati na rin ang pagtatapos sa pagkawasak ng mga paaralan ng Lumad at kanilang mga karapatan. Nanawagan din ito ng katapusan ng mga pag-atake laban sa mga karapatan ng mga magsasaka at manggagawang Pilipino.
Nararapat na tandaan na ang ulat ng UN ay produkto ng solidaridad sa buong mundo, na kung saan kabilang ang mga nagtataguyod ng karapatang pantao sa Korea, na buong tatag at tapang na nakipaglaban para sa demokrasya at karapatang pantao. Nakita natin ito bilang tungkulin nating suportahan ang gawain para sa demokrasya at karapatang pantao sa Pilipinas, dahil ang mga Koreano at Pilipino ay nagkasama na ng higit sa kalahating siglo sa pakikibaka para sa demokrasya at pakikibaka sa mga diktadura. Mahaba ang kasaysayan ng adbokasiya ng karapatang pantao ng mga simbahan, mga NGO at mga indibidwal na mamamayan sa ating mga bansa, kabilang na ang pagbisita sa Pilipinas noong nakaraang taon, na ang pinakahuli ay ang pagbisita sa lalawigan ng Negros. Napakinggan ang mga istorya ng mga pamilyang naging biktima ng politikal na patayan. Ang lahat ng ito ay mga makabuluhang pagsisikap na naging daan sa atin hanggang ngayon.
Ang ICHRP KOREA, sa katunayan, ay direktang nag-ambag sa kinalabasan nang ulat na ito dahil kasama kami sa sumulat sa ginawang ulat ng sa Asia Pacific Coalition for Human Rights in the Philippines (APCHRP) na naisumite sa OHCHR noong Enero 2020. Ang naisumiteng report ay bunga ng isang pagbisita namin at ng ibat ibang kinatawan sa ibat-ibang bansa mula sa Asya-Pasipiko High Level Delegation noong Disyembre 2019.
Ang ulat ng OHCHR tungkol sa sitwasyon ng karapatang pantao sa Pilipinas ay kapwa tagumpay at hamon sa atin. Ang Republika ng Korea ay nahalal noong nakaraang Oktubre 2019 upang maglingkod sa Konseho at magpapalabas ng isang boto sa darating na ika-44 na Regular na Sesyon. Hinamon tayo na hikayatin ang gobyerno ng ROK na maghain ng isang responsableng boto sa sesyon na iyon.
Ang pagkahalal ng Timog Korea sa Konseho na ito ay “pagkilala sa magkakasamang pagsisikap ng mga tao at estado na protektahan at itaguyod ang karapatang pantao sa bansa at sa ibang bansa.” Ipinangako ng ating pamahalaan na ito ay “magpapatuloy sa mga pagsisikap nitong mag-ambag sa pagsulong ng unibersal na karapatang pantao sa pamamagitan ng pagkuha ng isang nangungunang bahagi sa mga talakayan tungkol sa mga pangunahing isyu sa karapatang pantao ng pandaigdigang pamayanan.” Dahil dito, maaari nating katukin ang pintuan ng ating kinatawan sa UN Human Rights Council, ang ating mga Ministrong Panlabas, at ating mga pamunuan – na gawin ang tamang bagay para sa Pilipinas.
Kami, ang ICHRP Korea, ay pagsusumikapang itaguyod ang komrehensibong ulat ng opisina ni Ginang Bachelets upang humantong sa isang malaya at independyenteng internasyonal na imbestigasyon para sa sitwasyon ng karapatang pantao sa Pilipinas.
Muli, kaisa kami nang buong sambayanang Pilipino sa patuloy na pakikibaka para sa kalayaan, demokrasya, karapatang pantao, at hustisya sa Asya-Pasipiko.
